How Absentee and Early Voting counter groups are implemented in GEMS is up to the operator.  These may be defined as a single or as individual counter groups.

Aren't absentees and Early Voting the same counter Group? (At least in CA. they are).  Early Voting is considered an "in-person" absentee.

Define absentee and early voting as cumulative counter groups.  From the Counter Group Editor screen, set absentee counter group without precinct id and early voting with precinct id.  When viewing artwork by precinct id, it lists absentee and early voting.  Absentee should not be listed.
