Change the label of a report precinct, and the corresponding vote center's
label is also changed. The vote center label change does not appear
automatically, but requires collapsing and re-expanding Vote Center or the
corresponding vote center category in the tree view. If the vote center
list is already expanded, clicking on View, then Refresh, however, does not
refresh the vote center name.
