A primary election is created with Democrat, Republican and NP
ballots. Card is selected in the tree view, so that all three ballots
are displayed in the list view. 'Separate ballots' is de-selected in the
VoterGroup Editor for the Democrat party. The Democrat ballot continues
to be displayed in the list view, and may be activated in the Card Editor,
even though it no longer exists.
