This is problem with download in GEMS-1-18 branch. For the races that have cross endorse candidates and use rotation, incorrect ballot rotations were generated.

This is fixed and will be in GEMS-1-18-10.

Selecting ballots 2 and 4 in the Select Precinct and Party window and click on the Vote button. The following application error is generated:

Vote center is Absentee in attached database. No ballot casting window appears following the voter card removal prompt when voting either of the two other ballots.
