Not all counter
groups always appear on the 'Statement of Votes Cast' report. I've
tried to figure out what sort of logic it uses to display the counter groups
on the statement of Votes Cast' report but have been unsuccessful.
Sometimes I only see 2 counter groups listed, other times I might see all of
them.
