The ID field sets the order which the candidates will be shown over GEMS.  Internally, GEMS treats them as separate items.

From the Race Editor Screen, if you click on the 'Candidates' tab you are able to create multiple candidates with a duplicate ID #. 

 

STEPS TO REPRODUCE:

-  From the Race Editor Screen click on the 'Candidates' tab

-  Click on the 'New'

-  Create a new candidate and in the 'Report Seq' field enter 20

-  Click on 'New' icon again

-  Enter a candidate label and then in the 'Report Seq' field enter 20

- Click on 'OK'

 

RESULT:  It saves two different candidates with the same ID.
