When set for election, if you open up a Question race and click on the 'Candidate' tab, you will notice that the 'New' icon is enabled. If you click on the 'New' icon it automatically creates a registered write-in candidate. The new icon should not be enabled b/c a question only has a yes or no answer and does not require candidates.
