This was a problem in the database. There was a baseunit that had no reportunit.

The Alameda County database submitted by Rob Chen to BugTrack on Jan. 2nd is set to Set for Election. The voter registration value for any base precinct in the Voter Registration window not currently 0 is reset to 0, resulting in the following error message:
