Base Precinct Editor doesn't display the report precinct id

On the base precinct Editor screen there are 2 id fields.  The first id
field is supposed to be the reporting precinct id and the next field is
supposed to be the base precinct id.  The report precinct id is not being
displayed on the Base Precinct Editor Screen, it defaults to 0.

STEPS TO REPRODUCE
-  Create a report precinct
-  Double click on the corresponding base precinct
-  Notice that the first id defaults to 0.  It should display the reporing
precinct id.  The reports seem to display the correct id, just not on the
base precinct editor screen.
