submitted by Greg, using GEMS 1-18-9, results in the following error

vote center contains cross-endorsed candidates, which are not supposed to have
any impact on the problem originally reported by Greg. On the other
hand, the same version of GEMS does not experience any difficulty generating
the download file for a vote center containing one race with 12 endorsing
voter groups, without cross-endorsement.

Its a very good
question.
There is a lame
10 party limit on the AccuVote that has existed for as many years. Its
a hard coded thing that can't be fixed without a memory card format
change.
We are however
in the middle of 1.96.3 testing. We can't make it dynamic without
major surgery, but Its trivial to bump the limit from 10 to 32. We'll
make it so for 1.96.3-final.

Will we increase the number of VGroups to allow for the

wall?

Greg, there are 14 VGroups defined in the
database, but we can download no more than 10.
GEMS-1-18-8 will have more informative
error message.
