Report Sets - without specifying races the set icon selects the first race or the last race you had clicked or cleared

Gems 1.17.22.0

When you are adding a new report set if you click on the 'Set' icon without
specifying any races, it causes the first race to be selected.  IF you had
previously clicked on a race name and then perhaps changed the label the
next time you click on 'Set' without specifying any races, it sets the last
race you had clicked on.

Steps to reproduce.
>From Setup/Reporting Sets, click on Add
Click on 'Set'
Result:  It selects the first race

Click on the 2nd race name
Change the Label field to something
Click on 'Set'
Result:  It will select the second race even though you had not selected it.

Click on the b column of the 3rd race
Click on 'Clear'
Click on 'Set'
Result:   It will select the third race
