you are correct - however I did get the error in 17 and upgraded to 18 to see if it was fixed and it wasn't -

and I sent the wrong db to bugs -  so  -

I believe you are running 1.18.x GEMS, because I received a newer version error when I tried to open your gbf in 1.17.21.

 

Your problem is a known bug with 1.18.x GEMS.  You might try a roll back to 1.17.21.

this database has ts ballot uploaded in it and they are not in the ballot audit window -  so we cannot view or print them
