EXAMPLE:
A republican ballot (either a REP:REP or REP/DTS) is
selected in VCProgrammer and card burned.
If the next voter is a Non-Partisan Voter, the Party field
will retain the last Republican selection, rather than supply either a
standard Non-Partisan or give the entire party list option.
This means that the person burning the card has to delete
the party selection and input the correct party. Sorry if this is an RCR
or perhaps its the way the database is set up. I've trained around it,
but the party buffer not clearing from the last voter can be a big issue and
if folks aren't on the ball, they can issue the wrong ballot quite
easily.
