Tari reported a problem with GEMS 1-17-21 where the central count vote centers where not displayed in the Select VoteCenter dialog by default.

This has been fixed and will be in GEMS 1-17-22. The work around is to select the 'All Vote Center' check box to display all of the vote centers.
