RE: GEMS 1-17-21: Base Precinct IDs are not unique within a report precinct.

I think that it is still a bug because I tried adding a new base precinct and GEMS never gave me a new base precinct id.

I do not believe this is a bug as Julie moved these base precincts during Consolidation and did not add them

When adding a new base precinct, its assigned base precinct ID does not automatically increment.  
 
For example,
    Report Precinct CON 101-01 has the following base precincts:
        SG001-01    1-10
        SG002-01    1-20
        ES001-01    1-30    
        SG003-00    1-30
        SG002-02    1-30
        SG003-01    1-30
        ES001-00    1-40
