Follow up on this. The problem was that some headers with VGroup2 option only were missing in Ballot Station but were present on a paper ballot. For instance two headers  you can see on a screenshots were present on a paper NP-DEM ballot, but only one NP-DEM header was presen on electronic ballot and DEM-DEM header was missing. This fix was to get BallotStation attach headers to the races the same way we se on a paper ballot.

Wrong ballot headers appearing on the Ballot Station and do not correspond to the headers on the Optical Scan ballots.  I think the cause is that the headers are created on the Ballot Station only with the Votergroup1 attributes and ignoring Votegroup2.

Apparently the following does make a difference on the Ballot Station but not with Optical Scan:
