When in test count, and NOT using a voter card, selecting
precinct, the party selection shows only the 8 main parties, but not the
votergroup2 parties (as does VCProgrammer). Selecting a DEM ballot
that has both the Decline to State and standard DEM ballot gives an
error of something like (sorry I'm going from memory)
"Voter has Multiple Ballots" and does not allow a selection of a
ballot for that party.
