header 'Proposition Heading' located between the first and second races on the
ballot is played on the audio ballot only when pressing 4 with the first
candidate in the second race active, but not when progressing from the first
race. The first header, at the top of the ballot, on the other hand, is
always played, when traversing the ballot either forwards or
backwards.
