GEMS doesn't currently support multi-page paper ballots in the audit viewer.
Its not something that is easy to add, and it is of little practical
utility.  It is also the kind of change that I would rather do in 1.18,
because a major change might introduce new problems.  Is this a showstopper
for Wisconsin cert, and if it is by when would you need a fix?
