NO.  If I reset the lever( flip up then back down) it will print.  The lever
is down upon pressing "Print" the first time.

    Are you saying the printer will not print if the paper feed level is up?
If this is what you are saying you are correct.  The printer will not print
if the paper feed lever is up the same way it will not print if there is no
paper in the printer.
