RE: database created in 1-17-15 not compatible with 3-13-9-2

Your database has a header "Continuing Referenda" with no rich text.  Either
add text, or delete the header.

Don't assume versioning problems when reporting bugtracks.  Take the known
database and then compare differences with the one that doesn't work.  Start
with the working database, and then start making changes to the known
database to look like the nonworking database, and report the point that it
breaks.  In this case it would have broke when you created an empty header.
