The AccuVote-TS Write-In Race Summary Report groups write-in candidates by race in separate groupings, that is, a race is listed initially with some candidates, then is listed again in several further instances in the report, each time with more write-in candidates.  There does not seem to be any overlap in the candidate listings between each instance of write-in candidates for the race.  The GEMS Reports version is 1.17.15.
