The
vertical scroll bar does not work properly when scrolling up or down while
previewing the Ballot Text report. Clicking the bottom of the scroll bar
automatically sets to the slider to the bottom, which would indicate that the
bottom of the document has been reached, but this is not the case. Once
the slider is at the bottom of the scroll bar, it will not return to the top
by clicking at the top of the scroll bar.
