You have to change count method to "Manual Entry" for the Vote Centers you want to see on a report.

In the attached database, vote centers 10 and 10000 only are listed in the Manual Entry Status Report, however, results have been manually entered in vote centers 1, 2, 4, 10 and 10000.

I manually counted results in a vote center whose count method is set to manual entry - the Manual Entry Status report, however, remains blank.
