The pictures embedded into the rich text appear to be metafile objects.  Use bitsmaps (.bmp) and see if that fares better.  How did you create those anyway?  Its rather odd to have a metafile that is just a raster image.

modified a TS text instructions file and the pics won't download to the ballot station -  attached
