I believe the intent was (during design) to make sure that one race remains on one page so that the voter would not miss any candidates for that particular race.

so to get it in one column you have to scale it down -  correct ? or just let it wrap?

This is the way it has to be otherwise races would become unreadable on the ballot station screen.  You will find one race will take up to one or two screens sometimes.
