Actually, it is responding:  it is now ready to load keys.  Put a smart card
created with V3 poll book, and they'll load.

Basically, what's happening is that the Spyrus interprets (incorrectly) a
smart card created with V4 ballot station as a manager card.  Be fun to know
if the V3 ballot station treats V4 smart cards the same way.

V4 smart cards are not supported on the Spyrus right now, but that is in the
works.  When its implemented, the Spyrus will no longer misinterpret a V4
card as a manager card.
