RE: 3.13.7 pollbook

This is fixed and will be in 3.13.7.2.  There is a new poll book option
"Card Encoder" that you need to check before using the poll book with the
spyrus card reader.  Spyrus has the limitation that the precinct label have
only 12 characters, while otherwise it matters not.  When checked, a
"Display" box appears with the name of the precinct.  If the precinct is
longer than 12 characters, only the first 11 and a "+" are displayed.  You
can manually edit the field for one-shot demos, but for any real election
you have to fix the length at the source.

As a side effect of this fix, the voter history feature disappeared from
poll book.  If anyone was using this feature, please post a message to the
support list describing where, how, why.
