Hmmm.  I probably intended for it not to be editable after set-for election.  Now that I think about it, its harmless to edit the short label after set-for unless/until we download it (we don't right now), so I'll change that for the next release.  For now work around your problem with a custom report title.  Uncheck include std title.

It won't stay in if you are set for election and unsetting clears the totals .

when you check the absentee box in the SOVC  to just get the abs you get ??? in the report header
