if they don’t want the report to be lengthened by adding the cards cast? In GEMS 1.17.2 (for instance) if Cards
Cast isn’t checked, the turnout page doesn’t appear at all. Checking Cards Cast is a possible
workaround, but why if the turnout page is going to appear without Cards Cast
being checked, shouldn’t it show the accurate voter registration
totals?

the attached SOVC settings are used, the turnout page shows zeros for
registered voters when votes have been properly entered. Screen shot of settings and .gbf are
attached.
