Send me the DB in its state *before* the change from 18 to 11 is made, and the steps to reproduce the problem. You should be able to do this; its a bug.

Topeka County, KS is defining their General Election with 18" ballots. All is fine with that. However, on 1 ballot style they have 2 cards, and go to next card which has a small issue. They wish to change that card to be 11". They go in and view the ballot, then change it to 11", the save. After the save, if you try to view or print out that ballot it gives an internal error. They are using Gems 1.11.2.1. However I tried up to 1.16.3.1 and still have the same problem. Can you change from an 18" ballot to an 11" ballot??? It seems that I have done this before, but I am not for sure.
