This is fixed.  GEMS 1.17.2.  I will send you 1.17.1.2 Jane.  The "turn ballot over" dummy race should probably be a card footer in the last column.  Use specify column and a block width of 1.
 
Note that you are the first person to ever try filtering races by count method (race include on).  You are going to want to test this very very throughly.  You have been warned.
 
Between dummy races, race headers, card headers, and changing the number of columns, hopefully you can approximate what Gaston wants.  If not, send me a db as close as you can get with a description of the problems, and we'll take it from there.
 
Yes, ballot layout sucks on the AVTS.  No, we didn't write or design it.

Created 2 races.  1 with (Include On) set to Accu-Vote.  The 2nd (Include On) set to Accu-Vote-TS.  It works OK with ballots, however on the AVTS both races download.  Gaston County wants instructions all over, therefore I had to create races as to act as headers.
 
I am guessing we are talking the same db, if not send that too.  Depending on what you mean by "all over" you might be better off with a "card header".  If the instructions are specific to a group of races, you should be able to use plain old race headers instead of dummy races, but then I guess this gets back to your footer support list question from last week.  I'll suggest something concrete once I see the db.
