This is fixed and will be in the next GEMS release.

1.16.4.  While clicking around Greg's ballot, I encountered a "A required resource was unavailable" error.  You can reproduce it by double clicking on the races/headers ten or twenty times.  Takes a while, but it always happens.  Once you get the error, you have to exit GEMS before you can open the card editor again.
