If you are talking about the VTS import, then yes probably.  Regenerate sequence numbers (even though you aren't using them) and they will look less weird.  If you can make it happen in a database that is not VTS imported, let me know how.

Just created a new database with a few report precincts and the sequence numbers are all 1.  What steps do you need to take to create a database with sequence numbers that are "weird"?

if you use precinct ids - you still get the weird sequence # s
