Indeed;  its been broken since 1.14.1.  Now fixed.  Work around is to do as Tab describes.

   Working with the latest GEMS (1-16) in the main branch if found the following problem.

 

    If I create a new database, add 1 pct, and 1 race then layout the cards the race starts in column 1 rather than column 0.  If I then go to ballot options and select something to set the editor dirty but do not change and data, then save and regenerate the artwork (reset and generate) the race is now starts in column 0 as expected.
