Database contains one new district, four Default Precinct
Category Reportunits and four Cumulative Reportunits. The two sets of
Reportunits have the same Id numbers, i.e. 10, 20, 30 and 40
Cumulative Reportunits start at 10, 20 , 30, .... instead of
continuing numbering from last Id number in Default Precinct Category.
This creates duplicate Reportunits which show up in Report Precincts with Base
Precincts (ID) report.
Workaround is to change Cumulative Reportunits Id numbers to
the logical numbers used in Default Precinct Category Reportunits.
