FW: Douglas County Colorado - GEMS Problem
Here is a note and attached file I received from John Green in Douglas, Co.
Colorado. As he mentioned this was a previous problem while working on the
last election.

Larry,
I have attached my Presidential Primary Election database. I am
experiencing the same problem I had before the November 2, 1999
election. I am able to create memory cards for polling places, test
ballots and upload results normally.
When I create memory cards for Absentee Vote Centers and Early Voting
(EV-EP, EV-EC and EV-EH) I am able to test the ballots, generate a Zero
Tape and a Results Tape but when I try to upload the memory cards I get
the following message:
"Not Programmed"
"Press Any Buttom"
My recollection from the last time I has this problem was that a Global
Representative in Texas identified that the ID numbers were to long, so
I removed som zeros and thing then worked alright.
Tari Runyan later informed me that a bug was causing this problem and
that a subsequent revision would correct the situation. I have loaded
the upgrade and am now using version 1.11.7.1.
Please advise as to how I can correct this problem so that I am
confident I can upload absentee votes before I mail ballots. Please
