GEMS has always had this problem since we no longer
hangup the modem. The problem is we try to detect a modem by sending an
'AT' command and look
for a response from the modem. Since the modem has
not hung-up we do not get one. Therefor we assume we are talking directly to an
Accu-Vote and use the DSR line for connection detection, which the modem has
set. We then send the Ctrl-R sequence but get nothing back so
timeout.

We seam to have a problem with
modem uploads, I saw a phenomenon in Fairbanks Alaska, and Washington County
where the Modem would repeat the same characteristics as Tari’s problem
above.
Under what
circumstances does it exhibit this behavior, and in what version did it start
behaving like this?
My testing on 1.14
indicates something worse than Tari's behavior: there is no time out so
the line is just held open forever. I am looking into this
now.
