When you first create a VoterGroup and enter the label, the label is now automatically copied to the Ballot Text data.  If you directly modify the ballot text data then the automatic copy is disabled.  This will be in the next GEMS-1-14 release. Hope this helps.

this is a bug and a bitch -  when you enter a voter group name in the label - copy it and go to paste it in the RTF box below - it is set for Rjustified  when you highligt it and hit paste the voter group is left justified and you have to move it over again - just a pain really
