Fixes problem with headers linked to races.

 

The only outstanding bugs we are aware of is:

• Error building election:You can't add or change a record because a related record is required in the table "Ticket".build failed
• transfering results gets error   here on TS on upload log  Gems - lost DSR

 If there is anything else unresolved, please re-submit the report.  We'll do the official release once these are fixed.
