AccuVote-TS - 3.9.1 - Dual languages

I have set up an election in both English and Spanish.  When I review the ballots in both languages in Readiness Testing, both look fine.  However, when I open up the polling place to vote, I have the following problems:  1)  Some of the Spanish Text is not coming into the right fields, for instance, the first screen has only English on both lines for The Ballot Station is Open and Please Insert Your Voter Card.  The text is correct for the language 1034.  There are many other instances also, but too many to list.  2) When I select the Spanish language, I get the instructions, etc. in Spanish, but the ballot information is in English still.
