RE: AVTS with Windows 98

This is not quite correct -- Windows 98 has the correct DLL.  It is the AVTS InstallShield release that is overwriting the DLLs with incorrect versions.
 
The MFC42.dll on the GEMSFix directory might work, but it is in general not safe to copy DLLs out of that directory into the Win98 AVTS.  Some GEMS DLLs are specific to Windows NT.
