In the Forsythe, NC election there are 6 Report Precincts defined and under each Report Precinct are many Base Precincts defined. I download the first Report Precinct (Gastonia) to the AccuVote-TS and all works fine, except when I go to Poll Book to create cards, the only selection I have is Gastonia.
