In Central Count if ballots are counted for one election and then GEMS is
stopped and restarted with a different election and central counted is
re-started, without shutting down the readers, invalid counts will be
created. This is because the Accu-Vote caches the card layouts but does
not check the Election ID on the ballots.
Guy, would you please implement a method to flush the cache when we start a
new batch with a different election Id than the previous batch.
