I believe there is a bug in 1.74 that causes the "front
card 1 RptPrecinct ...." to be printed twiced on the ballot artwork -
both on the front and the back - once directly under the id marks and then
again under the cut marks - I need this bug fixed for the spectrum
printing of the Ca and Wa ballots - they want the option to put a stub on the
bottom of the ballot - but the 2nd printing interferes.
This is not present in 1.3.4 but is in 1.5.2 and later
releases.
Need fixed ASAP
