do you know if this was ever considered a feature? We should be able to
add or delete cumulative report precincts after cards printed if the cumulative
counter group does not have "print card precinct ids" checked. What
happens if one cumulative counter group requests precinct ids and another does
not though?
Anyway, it should be at least made consistent.
Caution says we should disallow add or delete after cards printed.
Whitman, perhaps you could look at that.
