requires GEMS 1.10.3.

- Elminiated ProtCounter, TestCounter and PublicCounter from the registry,
also the System Total from the user interface.
- Fix PollBook to not display baseunits for reportunits when only one
baseunit.
- Fix BallotStation to display Baseunit label rather than reportunit label
at bottom of ballot.
- Keep the sequence number as 1 for all ballot results, challenge results
and voter history files.
- Fixed bug in AdminView that election total was not updated when the form
is loaded.
